Introduction
- To seize the significant business opportunities brought by the rapid development of 5G, the Executive Yuan approved the "Program for Promoting Six Core Strategic Industries" on December 10, 2020. In accordance with this policy, the Industrial Development Administration will focus on addressing gaps in industrial innovation, driving value-added innovation, and ensuring a sustainable foundation for the industry. The program includes promoting 5G system integration and value-added initiatives, while incorporating the global trend toward open architecture. The aim is to guide Taiwan's established hardware manufacturing capabilities toward developing open architectures, thereby positioning Taiwanese companies to capture business opportunities as global 5G network architecture shifts from traditional closed systems to open ecosystems.
- As the global push for 5G commercialization accelerates, 5G represents a critical opportunity for Taiwan to transform its digital economy. 5G will be integrated into various vertical industries and drive the development of smart technology applications within them. Consequently, solution providers, including ICT companies, will not only be closer to application markets but will also need to collaborate more deeply with companies in vertical application fields to offer solutions tailored to the diverse needs of different sectors.
- This program aims to enable the localization and dissemination of Taiwan's 5G network solutions, strengthen the domestic 5G industry ecosystem, and accelerate commercialization. The strategy involves public-private partnerships, bringing together domestic network communication companies, application service providers, and international equipment/platform vendors to form alliances. Together, they will focus on developing innovative 5G applications and services, enhancing Taiwan's 5G industry environment and technology, strengthening 5G system integration capabilities, and advancing open architecture 5G application systems.
- The goal is to give Taiwanese companies a competitive edge in the global 5G market and facilitate their transformation into vertical application solution providers in the 5G era.
The Plan for Space Industry Supply Chain Development and Communications Industry Talent Empowerment
Introduction
- This program is based on the Executive Yuan's Smart Taiwan initiative, with the promotion strategy of "5G Development Driving Taiwan’s Digital Transformation and Global Positioning." The goals are to accelerate 5G network coverage, expand various 5G vertical field applications, and increase the localization rate of new network construction.
- The program also aims to combine resources from industries, academic and research institutions, government, and trade associations to promote innovative talent development models. These models include fostering talent from the ground up by encouraging companies to set challenges and open their facilities for practical problem-solving by new talent.
- The program will promote mechanisms for industry-academia technical and talent exchanges, strengthen the matchmaking between companies and university laboratories, and improve the retention rate of talents in research and development within Taiwan's network communication industry. This will help meet the needs for talent development, transformation, and upgrading as Taiwan's network communication industry progresses in its research and development process.

Targeted Fields
- Open Network: Development of products based on Open Radio Access Network (O-RAN) architecture, such as base stations (O-CU, O-DU, O-RU), management (SMO, RIC), core network (5GC, RIC network management), and end-to-end solutions.
- System Integration: Design, manufacturing, and software integration of base station equipment, as well as heterogeneous network integration.
- Private Network Terminals: Such as 5G Automated Mobile Robots (AMRs), 5G projectors, and 5G surveillance projectors.
- Components/Transmission: Including antennas, radio frequency components, small cell wireless access, key materials, and SDN/NFV solutions.
- Applications: Such as Vehicle-to-Everything (V2X)/Autonomous Driving, 5G Smart Internet of Things (5G AIoT), and Industrial Internet of Things applications.
